Mobile encoding option

Would be great to support Mobile video once and for all.
While some new devices support Flash, the vast majority of phones in use right now don't.
The format worth supporting:
MPEG-4 video up to 2.5 Mbps, 640 by 480 pixels, 30 frames per second, Simple Profile with AAC-LC audio up to 160 Kbps per channel, 48kHz, stereo audio in .m4v, .mp4, and .mov file formats

Streaming can be done via HTTP still, however some older phones require RTSP streams and 3GP video format. An optional sub-task could be supporting integration of one of the open source Mobile Streaming1 servers such as ffserver, VLC, or Darwin.

In addition, it would be wise to upgrade the player to HTML5 as the latest version of JW player now supports HTML5 playback and falls back to Flash gracefully. For non-HTML5 mobile browsers a fallback could (optionally) be provided via direct-download.
