We need an option in admin area to specify bitrate.

Also a select box to enable current bit rate.

It is better we create a new settings for video conversion as it is one of the important thing vshare do.

This settings will only work if hard coded bit rate is not set in convert command, all existing vshare sites don't have this, so, it will work as before for those sites. Only if users have varilable, then take the value from admin area.
